Job Title: Job Environmental & Community Development Superintendent
Direct supervisor: Environmental & Community Development Manager
OBJECTIVE:
Reporting to the Environment & Community Development Manager, the Environmental & Community Development Superintendent is responsible for supporting the Manager for the planning, implementation and coordination of environmental management, monitoring & rehabilitation programs, local relations, and community development projects and for advising management on environmental legal obligations and commitments at site and surrounding areas.
TASKS AND RESPONSIBILITIES:
Environmental Management
· Implement, and manage Goulamina’s Environmental & Community Management System (ECMS), in accordance with Goulamina’s overall environmental strategy and compliance with commitments made in the ESIA, ECAP and other instruments.
· Provide guidance and service to operational personnel and relevant external stakeholders to ensure timely delivery of the Environmental & Community Management Plan, including compliance to corporate and legislative requirements
· Act as key expert and point of contact for environmental issues, establishing and implementing short- and long-range sustainability goals, objectives, policies, and operating procedures, building on the processes and systems already in place.
· Liaise with key internal and external stakeholders to ensure they are kept well-informed on-site activities and to enable concerns and issues to be addressed quickly (government, industry, community, management etc.).
· Conduct environmental studies to assess impacts of the operation activities
· Ensure the timely delivery of environmental-related studies, assessments and projects as directed by the Manager including, but not limited to water, rehabilitation, flora and fauna.
· Participate in monthly audits reporting on the company’s adherence and compliance to its legislative obligations and responsibilities.
· Assist the Manager prepare technical, statutory, and annual Environmental reports.
· Ensure the activities of the department are aligned with the requirements of the ECMS.
· Ensure compliance with the conditions and commitments of environmental approvals and licenses; demonstrate due diligence, and the pursuit of excellence in environmental management acting as a key technical expert for the operation.
· Assist the Manager to prepare the annual Environment budget and manage day to day costs.
· Coordinate environmental approvals for site operational activities, developments and changes as required.
· Coordinate rehabilitation and waste management activities
· Conduct daily inspection of facilities and report any significant environmental deviation,
· Participate in monthly internal audits using the RATS system,
· Manage the plant's recyclable materials (metal and plastic drums, wood and scrap metal),
· Coordinate the sampling and analysis program (groundwater, surface water, drinking water, effluent water and sewage, dust samples, gas, vibration, etc.),
· Verify the results of the analyses, and report to the Manager any notable deviations and enter the results into the system,
Community Development
· Develop and Implement community development plans to ensure that local hiring & procurement, livelihood restoration, and capacity building targets are achieved.
· Communicate with internal and external stakeholders such as GLP managers and superintendents, government officials, NGOs, and respond to queries on GLP community programs and activities.
· Support the development of a continual improvement cycle for strategic social investment in the project area.
· Support development of informative and promotional materials for stakeholder communications, and contribute to the company’s public relations, marketing and communications activities on CSR matters to promote the company’s CSR profile as necessary.
· Maintain and improve Community Relations and External Affairs management system
· Coordinate and implement outcomes from Social Impact Assessments and the Corporate Social Responsibility (CSR) policies.
· Develop stakeholder engagement strategies and provide advice and assistance to operational staff on Community Relations matters
· Supports and/or undertakes social and operational risk assessment, engagement planning, local employment initiatives, community agreement implementation, reporting, community investment initiatives and project field support.
· Develop and implement site Community Relations and External Affairs policies and procedures
· Promote the Community Relations and external affairs initiatives across the site and build commitment
· Works with communities to ensure that exploration activities are respectful of human rights and the community’s connections to environment, including legal requirements.
· Assists in responding to grievances and concerns of stakeholders.
· Represents the company at external local events and meetings.
Staff Development:
· Provide daily supervision, mentoring and effective leadership to the site’s Environmental team consisting of environmental & community development coordinators, officers, technicians, and contractors, ensuring that team members receive training, support and resources to work effectively and safely.
· Monitor and evaluate the performance of the team to identify areas requiring improvement and implement training and coaching measures to ensure employees receive sufficient training enabling them to perform their duties in a safe and efficient manner.
· Promote and develop the skills of subordinates through the transfer of technology and skill development through on-the-job training programs.
· Conduct formal career development discussions with employees and identify development opportunities and programs that assist with defining future career progression possibilities.
· Encourage and facilitate effective and supportive communication between all team members and related departments
Safety Management:
· Demonstrate personal commitment regarding safety and environmental and Social Responsibility practices.
· Ensure every person within the team is fit for work.
· Ensure that agreed procedures, safeguards and controls are applied and used.
· Ensure all activities are conducted safely and in accordance with Company standards and procedures
· Ensure hazard management plans are observed.
· Keep statutory and internal reporting as required.
POSITION REQUIREMENTS
Job Classification: According to the Collective Agreement of Companies and Enterprises
Geological and Hydrogeological Mining in the Republic of Mali in force
Duty Station: Bamako, then subsequently to be deployed at Goulamina
Date of entry into service: as soon as possible following the end of the publication of this vacancy announcement
Nature of the contract: CDI
QUALIFICATION AND EXPERIENCE:
Have at least one required academic degree or equivalent. Holding a Master's degree in Environmental Engineering/Science or equivalent qualification is a plus
Have a professional experience of at least five (5) years directly involved in Environmental & Community Management Systems, especially in the mining sector.
KEY COMPETENCIES:
High-level of knowledge of local Malian Environmental Laws, Legislation and Standards
French / English language skills essential
High communication skills (verbal & written) being able to confidently present to internal and external stakeholders
Good working knowledge, understanding and experience of environmental & Community management systems in remote locations
Experience within the mining sector in Africa preferred
Working experience with Microsoft Excel & Word
Able to communicate effectively at all levels of the organization and build effective relationships and networks
Possesses strong training and mentoring skills with the ability to develop an effective team
Demonstrates strong conceptual skills, and be capable of developing lateral and practical solutions
Ability to respond to a changing work environment
The ability to manage multiple projects and tasks at the same time
A reputation for integrity and ethics
Demonstrated supervision skills
