Job Title: Regional Security Manager
Direct supervisor: Project Manager
OBJECTIVE:
The Regional Security Manager will report to the Project Manager as well as functioning as the primary Security Advisor to LMSA Senior Management. This is a unique opportunity to join a diverse, dynamic and exciting project. Other factors the incumbent will have to cope with are the environmental factors that affect outdoor working including high temperatures, sun, and the naturally dusty environment.
TASKS AND RESPONSIBILITIES:
Oversees the development of risk management strategies and drives planning using situational awareness, critical thinking, and logic to detect and interpret indicators and warnings, emerging trends and analysis of multi-dimensional threats that may impact project security.
Ensures the preparation, review and implementation of security planning, security risk management documents and risk-based security solutions using innovation and creativity. Provides written analysis of security trends and reporting of incidents. Participates in meetings and prepares reports on security issues, delivers briefings, provides responses, as required.
Provides analysis of the evolving security environment and, supports the development of the projects security and operational responses. Using analytical techniques and collaborative research, supports planning and ensures awareness of the current trends to enhance or adjust the security posture.
Advises on risk and security for all stages of the project. Provides advice and support to line managers.
Oversees security-related tasks, prioritizing work to meet deadlines and following defined processes, policies, procedures and guidance. Develops a clearly defined workplan to guide local security personnel then acts as a coach and mentor to promote capacity building.
Enhances communication and trust through active collaboration and consultation with the local community and other key stakeholders, for information sharing, coordination of responses, provision of security briefings, taking into account project activities and risks.
Oversees the conduct of risk assessments and security surveys, creatively leveraging tools and processes, identifying and recommending simple, reasonable, effective and efficient security measures, including when there is incomplete, contradictory and/or fluid information.
Manages the implementation and maintenance of a functioning Security Communication System.
Oversees budget, finance and logistical planning for the security department and participates in relevant project administration, finance, and logistics forums. Supports resource mobilization.
Leads and manages the project security team, anticipates human resources needs through workforce planning, assesses performance and supports the development security personnel under his/her supervision.
Performs other functions as directed.
POSITION REQUIREMENTS
Job Classification: According to the Collective Agreement of Companies and Enterprises
Geological and Hydrogeological Mining in the Republic of Mali in force
Duty Station: Goulamina
Date of entry into service: As soon as possible following the end of the publication of this vacancy announcement
QUALIFICATION AND EXPERIENCE :
Incumbent will likely have a police or military background and have reached senior rank as a Non-Commissioned Officer or Captain or higher as a Commissioned Officer.
Incumbent has a proven background in the extractive industries delivering risk and security solutions. This should include experience working in complex or challenging environments.
Formal Security and Risk Management Qualifications are desirable however professional experience will be recognised.

Demonstrates an ability to implement policies. Capable of making quick decisions in emergencies or when a rapid response is required. Communicates complex concepts effectively both verbally and in writing. Shows pride in work and in achievements.
Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Shows ability to prioritize, manage, and implement multiple tasks in a timely manner, even in fast-changing contexts.
Takes ownership and supports strategies to ensure compliance with all security risk management decisions and regulations. Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.
French and English speaker is highly desirable.
