Job Title: Site Contract Administrator
Direct supervisor: Contracts Manager
OBJECTIVE:
The Site Contract Administrator’s role is to provide support to the project Owners Team to ensure procurement schedules and site based contractual deliverables are met. The Site Contract Administrator will oversee the Owners Team packages implemented on Site and provide surveillance on Site in respect of the EPCM managed packages as well as being the immediate counterpart to the EPCM’s Site Contract Administrator.
The role oversees commercial site-based duties in Mali and is supported by the Perth based Commercial team and Malian Commercial team.
Reporting directly to the Contracts Manager the role will focus on supporting the contract post award processes and assist in the preparation of necessary reports for the Project.
TASKS AND RESPONSIBILITIES:

Commercial Support
· Assist Contracts Manager in development and communication of project contract documentation and procurement/contract administration practices
· Work with engineering, planning, project controls, construction, HSE and quality to ensure suppliers & contractors deliver specified services on-time
· Point of contact on site for commercial queries raised by other project functions
· Participate in review of tender submissions, develop recommendations (in particular for EPCM managed packages).
· Ensure supplier & contractor documentation due in the initial post-award stages are received, reviewed and approved and implemented or revised and approved to meet the contract, as appropriate
· Visit suppliers and contractors in-country where required
· Monitor and administer contractor's and EPCM’s commercial performance through the construction phase; approve invoices with proper supporting documentation, conduct change negotiations, manage and negotiate claims, maintain contract files, closeout contract when completion has occurred and provide supporting documentation to responsible parties.
Policies and Procedures
· Identify procedural non-conformances for the Project and assist in remedial measures as required.
· Facilitate input into commercial documents as may be required to be prepared under company policies and procedures
· Ensure contractual requirements are being administered in accordance with project plans/ procedures and awarded contracts.
Finance and Costing
· Process invoices and arrange approvals prior to forwarding to Accounts Payable.
· Liaise with finance/cost control departments to ensure Project costs are assigned correctly
· Communicate actual costs to the Perth team at regular intervals.
Reporting
· Collect and analyse Project data for reporting purposes
· Request, expedite and collate data for all reports, providing plenty of lead time
· Assist Commercial Manager and Contracts Manager with budgeting and regular reporting
Health and Safety
· Actively participate in Health and Safety policies and initiatives, be involved in improving Health and Safety performance.
· Ensure Health and Safety considerations are applied, where appropriate, in the Contracts processes.
POSITION REQUIREMENTS
Job Classification: According to the Collective Agreement of Companies and Enterprises
Geological and Hydrogeological Mining in the Republic of Mali in force
Duty Station: Bamako
Date of entry into service: as soon as possible following the end of the publication of this vacancy announcement
Nature of the contract: Open ended contract
QUALIFICATION AND EXPERIENCE :
Have at least a Bac+4 in Procurement or equivalent.
Have a professional experience of at least five (5) years in contract management, especially in the mining sector.
KEY COMPETENCIES :
Advanced proficiency in MS office suite
Experience and knowledge of typical engineering deliverables.
English and French speaking preferred
Problem solver
Team participation and coordination skills
Strong communication and document expediting skills
Willingness to learn and use project and procurement software applications used by projects.
Acute eye for detail
