JOB SUMMARY:


The Team Leader – FP/RH and Gender is to provide technical support to Keneya Nieta project, Mali, which is  funded by USAID. This project is run by a consortium of different international and local organizations, led by URC. The FP/RH, Gender, youth and social inclusion component of the project is integrated across the entire project activities and this integration is implemented by EngenderHealth, for a range of activities related to FP/RH and gender at the household and community level. The project also builds capacity of host country partners, promote adaptive learning and use of evidence, and encourage cross-sectoral collaboration and partnerships.


The Team Leader – for FP/RH and Gender will provide technical and programmatic guidance to the project and will oversee and advise implementation of both FP/RH programming while ensuring that gender, youth and social inclusion is a cross cutting theme across all project activities. They will be responsible for working with the project teams to identify promising areas for integrating FP/RH activities. They will be responsible for building the capacity of staff reporting to them, as well as ensuring the quality of intervention. They will possess a high level of technical and program management expertise FP/RH and gender related programs. The Team Leader – in partnership with the Chief of Party will coordinate, assess, develop, deliver and evaluate a variety of activities including gender and power analysis, assessments, trainings, customized technical assistance to local partners, and contribute to work plan development. They will also work closely with the EngenderHealth Senior Director of Gender, Youth, and Social Inclusion of EngenderHealth, to ensure technical quality of the project’s work.


RESPONSIBILITIES:


Designs and implements the project’s FP/RH programming, working alongside key project staff, including drafting workplans for project execution

Provides technical guidance and oversight for FP/RH and Gender related work

Leads the integration of gender transformative lens in creation of annual workplans and participates in the monitoring of workplans against indicators

Supervises staff and provides FP/RH related capacity building and support to them

Collaboratively develops responsive, realistic and high-quality plans to build the capacity of staff and local partners on FP/RH gender transformative programming

Leads development and adaptation of programming tools around FP/RH services

Uses evidence-based approaches (e.g., logic models, assessment, research, health behavior and education theory, and evaluation) to develop high quality programs/interventions and skills-based training curricula

Develops measurable and realistic learning objectives that address changes in learners’ (e.g., staff, partners, health system officials, etc.) knowledge, attitudes and skills for all capacity building activities and programs/interventions.

Maintains expertise in FP/RH and gender, and integrating gender transformative programming, women’s rights and empowerment, and male engagement especially in relationship to GBV (including IPV).  This includes staying up-to-date in epidemiological, behavioral and programmatic research.

Edits and contributes to writing of project progress reports

Contributes directly to any research and evaluation of the project

Monitors budget related to programmatic activities with support from the Finance Officer.

Follows USAID policies, procedures and gender standards and practices

Represent EH in national and regional fora, and contribute to organizational sustainability efforts

Supervises work of interns or international consultants

Other duties as assigned

REQUIREMENTS:


Must possess the following requirements with or without a reasonable accommodation.


Bachelor’s degree in public health, gender/women’s studies, social work, sociology, education or related field (Master’s degree preferred).

Minimum of 8 years of programmatic and technical experience in FP/RH,  gender, AYSRH, social work, or public health (i.e. training, designing curricula/manuals, evaluation/research, and/or program design)

Minimum of 4 years of successful experience in planning, implementation and monitoring of gender transformative programing to promote family planning, reproductive health,  gender equity and AYSRH.

Expertise in the areas of family planning and reproductive health

Experience designing gender-transformative and youth responsive programming and developing local capacities to implement gender transformative FP/RH programming.

Experience facilitating gender trainings and workshops with focus on FP/RH

Experience developing and adapting gender and FP/RH training manuals/curricula

Expertise in the areas of gender, masculinities and femininities, women’s rights, male engagement, and gender transformative programming

Must demonstrate a solid understanding/knowledge of links between inequitable gender norms and FP/RH

Knowledge of the current health situation in Mali, especially regarding FP/RH, and the Malian Ministry of Health’s priorities for health programming

Experience living and working in Mali, desired

Demonstrates computer competence including Microsoft Word, PowerPoint, Outlook and Excel

Written and oral fluency in French and English

Travel expectation is 50%
